Community Emergency Preparedness Liaison, Bureau of Healthcare and Community Readiness

OEPR’s work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work. OEPR’s employees are expected to align their work with OEPR’s efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO: Support the design and program implementation of two (2) contracts within the Human Services and Faith sectors Support the design and program implementation of six (6) contracts within the Community leadership sector Support the design of emergency preparedness events, trainings, and tools to build social capital through community engagement events and leveraging existing agency community partners Track and manage CPP data to inform future preparedness and response activities with contracted partners. Support community engagement outreach to integrate community partners into the agency emergency response plans Identify and/or create capacity building tools/templates to support the sectors' ability to respond to emergencies (e.g., trainings, project plan, logic models and others as needed) Work with Senior Program Manager and Evaluation staff to assist in the development and implementation of evaluation strategies for CPP. Contribute to the development of materials/presentations (i.e., brochures, program reports and highlights, etc.) that highlight CPP accomplishments, gaps, and next steps to advocate for this model of community preparedness. Support identified sectors (e.g., human services/faith-based and community leadership stakeholders) ability to prepare for, respond to, and recover from emergencies through effective bidirectional communications mechanisms to share best practices and improve program outcomes. Coordinate with staff across OEPR and the agency, as needed, to leverage the CER partner relationships to enhance agency and partner capacity to respond to public health emergencies. Collaborate with NYC Emergency Management, contracted partners and other entities to leverage tools and services to support agency planning for persons with disabilities and access and functional needs. Work collaboratively with appropriate local, state, and federal stakeholders to shape the direction and progress of CER initiatives in support of broader Community Resilience/Recovery planning initiatives. Attend stakeholder coalition and planning meetings as a DOHMH representative. Other Duties and Emergency Response Activities: Serve in an emergency role in the Community Engagement Emergency Response Group when activated during a public health emergency. Work on special projects as determined by Supervisor or Assistant Commissioner PREFERRED SKILLS: The ideal candidate possesses: Knowledge of Community Engagement/Organizing principles Understanding of the crisis management process. Exceptional organizational and interpersonal skills as well as oral and written communication skills Strong analytical and problem-solving skills Project Management: ability to show initiative, prioritize and realize multiple assignments Expertise and proven success in coalition development, team building, and constructing shared values/purpose. Knowledge of NYC health care systems, human services organizations and familiarity with or experience in providing care coordination services disability access and functional needs/vulnerable populations. Strong ability to work within a multifaceted work environment employing a team-based approach to projects. Relevant experience in varied settings, including public health, government agencies, non-profit organizations, and the private sector, is also desirable. Experience in program planning and evaluation (mixed methods). Familiarity with SharePort, Microsoft Word, Excel, and PowerPoint. Canva is a plus. Additional skills significant to this role: Understanding of the life cycle of disasters, community resilience, emergency preparedness, response, and recovery. Experience in contract management, executing deliverables, and invoicing/reimbursement. Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or 2. A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1” above; or 3. A satisfactory equivalent combination of education and experience.
