We inspire.** **Role Purpose** Contributes to strategy, planning and delivery of the Technical and Vocational Education and Training (TVET) portfolio including delivery of British Council global programmes - and client-funded programmes, ensuring they achieve impact targets. Contributes to business development and income generation in TVET, contributing to successful delivery of country and global income targets, with support from Director of Education and the global team. Manage senior stakeholder relationships and demonstrate expertise on behalf of the British Council and the UK in the sector, positioning the organisation favourably with government representatives, clients, partners, sector bodies and technical experts. Build market knowledge and insight about the local and regional TVET skills context and share this internally and externally with partners and stakeholders. Embed Equality, Diversity and Inclusion (EDI) into all aspects of this work so that our people and partners experience a culture that promotes respect, inclusion and diversity, and benefits everyone. **Role Accountabilities** **Strategy and Planning** - Contribute to the development and delivery of Egypt's TVET strategy and annual plans. - Ensure alignment with local stakeholder needs, UK Government priorities, and British Council objectives. - Build strong internal relationships to support successful programme delivery. - Promote digital solutions to enhance programme impact and sustainability. **Leadership and Programme Management** - Lead the planning, delivery, and performance of the TVET portfolio. - Ensure programmes meet British Council standards for quality, compliance, evaluation, and EDI. - Provide technical expertise in programme and contract design. - Manage budgets, risks, timelines, and resources effectively. - Champion Monitoring, Evaluation and Learning (MEL) and continuous improvement. - Lead and support programme teams, fostering a culture of excellence and accountability. **Business Development** - Drive income generation and identify new funding opportunities. - Develop strong relationships with funders, clients, and strategic partners. - Lead the development of competitive bids and proposals. - Manage consultants, advisors, and delivery partners. - Support contract negotiations and ensure effective risk management . **Stakeholder Management and Market Positioning** - Build and maintain strong relationships with government, donors, education providers, and industry stakeholders. - Represent the British Council at sector events, conferences, and forums. - Strengthen the British Council's reputation as a trusted partner in TVET and skills development. **Market Insight and Research** - Monitor trends, challenges, and opportunities within Egypt's TVET sector. - Share market intelligence and sector insights internally and externally. - Contribute to research, policy discussions, and thought leadership activities. **Financial Management** - Manage programme budgets, income, and expenditure. - Produce portfolio performance reports and contribute to business planning. - Ensure strong financial governance and compliance. **Equality, Diversity and Inclusion** - Foster an inclusive and anti-racist culture. - Embed EDI principles across all programmes and partnerships. - Promote gender equality, disability inclusion, and social inclusion through programme delivery. **Knowledge and Experience** **Education:** Essential/Minimum: - Degree and/or equivalent experience **Professional Qualification and Certification** Project management or equivalent qualification or equivalent work experience **Experience** Minimum/essential - In-depth understanding of the TVET sector in Egypt and of the UK including the operational context, stakeholders, trends and bilateral priorities. - Experience of delivering sizeable externally funded projects or programmes. - Direct experience of client-funded contract pursuit and delivery. - Experience of developing and overseeing monitoring, evaluation and learning (MEL) within projects and incorporating lessons learned from MEL into programmes and strategy. - Experience of building mutually beneficial relationships with diverse stakeholders including multilateral agencies, donors, government officials, Education/Higher Education leaders, academics, researchers, alumni and students. - Knowledge and experience of embedding Equality, Diversity and Inclusion in programmes Desirable. - Knowledge of international mobility trends of Egypt students seeking TVET opportunities. - Knowledge of global TVET contexts and systems would be an advantage. - Knowledge of transnational educational trends in Egypt, including academic and research partnerships with local public and private educational institutions. - Ability to analyse relevant equality issues and identify opportunities to address these in the portfolio. **Important Information** - **Language requirements:**The British Council systems and global processes operate in English.
