The Senior Compliance Business Oversight Manager (US) is responsible for providing senior-level, independent compliance risk oversight for Commercial Banking and Payment Operations. The role supports the development, implementation, and ongoing enhancement of the regulatory compliance program for Commercial Banking and Payment Operations, with accountability for advising senior business partners, overseeing compliance risk management activities, and ensuring applicable laws, regulations, policies, and enterprise standards are effectively integrated into business processes and controls. The role requires strong regulatory judgment, business acumen, people leadership, and the ability to influence outcomes across a matrixed environment. The Team is made up of seven Compliance personnel covering Commercial and Small Business Banking. Team oversight expanding to include Payment Operations. This role will support both the Commercial and Small Business Banking as well as Payment Operations business. The Senior Compliance Business Oversight Manager provides advice, support and objective guidance to assigned portfolio, business or function on development and maintenance of all aspects of Compliance/Center of Excellence programs in line with the Bank's risk philosophy and strategic direction. Depth and Scope: • Leads or supports the development, maintenance, and continuous enhancement of compliance oversight programs designed to identify, assess, manage, monitor, and report regulatory compliance risk for assigned business lines • Provides senior-level compliance advice, credible challenge, and effective oversight for business strategies, new initiatives, products, services, operational changes, and issue remediation activities • Partners with business leaders and control partners to operationalize compliance requirements, strengthen controls, and support alignment with enterprise compliance programs and risk appetite • Oversees and contributes to compliance risk assessments, regulatory change management, monitoring, testing, issue management, training, reporting, and other core compliance program activities, as applicable • Develops trusted relationships with senior business partners and provides clear, practical, and risk-based guidance on complex regulatory matters impacting Commercial Banking, Payments, and related operations • Supports management reporting and provides timely, accurate, and well-supported insight on compliance risks, control effectiveness, issues, trends, and outcomes for senior management and governance committees • Serves as a senior compliance representative on projects, initiatives, and working groups involving complex laws, regulations, business processes, controls, and cross-functional stakeholders • Coordinates with Legal, Risk, Audit, Operations, Product, Technology, and other partners to promote effective compliance risk management and sustainable control design • Supports regulatory examination, audit, and inquiry responses by helping coordinate materials, develop management responses, and ensure commitments and remediation activities are appropriately tracked • Identifies emerging risks, regulatory developments, control gaps, and process improvement opportunities and escalates matters appropriately • Helps build team capability by promoting knowledge sharing, developing subject matter expertise, and fostering a collaborative, high-performing team environment • May represent Compliance in governance forums, committees, working groups, or other meetings where assigned business activities are impacted by laws, rules, regulations, or enterprise compliance requirements Education & Experience: Undergraduate degree or equivalent work experience 10+ years of experience Preferred Skills: • Bachelor's degree or progressive work experience in addition to the experience noted below • 10+ years of related experience in compliance, risk management, legal, audit, regulatory supervision, financial services, or a related discipline • Certified Regulatory Compliance Manager (CRCM), law degree, regulatory agency experience, or other relevant professional certification preferred • Strong knowledge of U.S. bank regulatory rules applicable to Commercial Banking, Small Business Banking, and Payment Operations, including: Commercial Banking and Small Business Banking — Regulation B/ECOA, Regulation Y/FIRREA appraisals, FDPA, anti-tying restrictions, UDAAP/UDAP, and applicable commercial lending, deposit, and customer disclosure requirements; Payment Operations — Regulation CC, Regulation E, Regulation J, wire transfer requirements, check processing and funds availability requirements, Federal Reserve payment system rules, payment network rules, and operational requirements related to payment processing, returns, disputes, error resolution, and exception handling; and Emerging Payments and Digital Assets — OCC expectations applicable to national banks engaging in tokenized deposit, stablecoin reserve, distributed ledger, and related payment facilitation activities, including safe and sound risk management, compliance with applicable law, operational controls, governance, customer protection, third-party risk management, and alignment with the bank's overall business strategy. • Demonstrated experience providing independent compliance oversight, advice, and credible challenge to senior business and control partners • Experience leading or contributing to compliance program activities, including risk assessments, regulatory change management, monitoring, testing, issue management, training, governance reporting, and control oversight • Strong people leadership skills, including the ability to coach, develop, motivate, and manage employees in a collaborative and accountable environment • Proven ability to evaluate complex business processes, identify regulatory compliance risks, assess control effectiveness, and recommend practical, risk-based solutions • Demonstrated ability to develop and maintain productive relationships with business partners, control functions, senior management, auditors, and regulators • Strong organizational, analytical, and judgment skills, with the ability to manage multiple priorities, drive execution, and escalate issues appropriately • Solid understanding of technology, data, systems, and operational processes as they relate to compliance controls and risk oversight • Effective influencing, negotiation, and stakeholder management skills, including the ability to operate successfully in a matrixed environment • Excellent written and verbal communication skills, including the ability to prepare executive-ready materials and communicate complex regulatory concepts clearly and succinctly Customer Accountabilities: Proactively advises the business of new and changed Compliance regulatory and/or policy changes Formulates relevant and meaningful data analysis, leveraging advanced modeling and analytics, and leads on the interpretation of complex business issues, generates multifaceted insights and identifies opportunities to address business regulatory requirements and issues Contributes to the development and implementation of Compliance programs Guides partner through the development, implementation, oversight and management of effective Compliance Programs Prepares summaries, presentations, briefing notes, and any other required documentation to effectively report on the status of Compliance Represents Compliance on internal or external committees relating to designated business activities as required Delivers relevant subject matter expertise and Compliance advice to business management Conducts meaningful analysis at the functional or enterprise level using results to draw conclusions, makes recommendations, assesses the effectiveness of programs/policies/practices Maintains oversight (via review and approval) of all functions and accountabilities related to management reporting and analysis Manages high risk initiatives and escalations;
