ROLE OVERVIEW
The Shared Island Programme Coordinator will play a key role in the coordination, administration and ongoing development of Screen Ireland’s Shared Island – Shared Horizons Fund. Working within the Skills and Professional Development function, the postholder will support the effective delivery of the programme across its full lifecycle, from programme development and application through to assessment, contracting, monitoring, reporting and evaluation.
As part of the wider Shared Island ‘Cultural Cooperation Fund 2025-2030’, Screen Ireland is launching a new fund: ‘Shared Island – Shared Horizons’, in partnership with NI Screen, to support new all-Island approaches to training and capacity building for all elements of the screen sector.
Launching in 2026, the scheme will be future-facing with a focus on advanced technologies and latest developments requiring investment in skills development and knowledge exchange, including virtual production, XR, games, design and digital transformations in the sector
The role will coordinate programme processes, timelines, documentation and stakeholder engagement, ensuring that activities are delivered efficiently, consistently and in line with appropriate governance requirements. The postholder will act as a key point of contact for applicants, funding recipients, assessment panels and other stakeholders, providing clear and professional support throughout the funding process.
Working closely with colleagues across Screen Ireland, the postholder will also support the implementation and ongoing development of the programme within Screen Ireland’s ASTARS system and contribute to improvements in workflows, digital tools and administrative processes. The role will require effective cross-functional working across areas including Finance, Business Affairs & Legal, Marketing, Production & Development and Inward Production.
The successful candidate will bring strong planning and organisational skills, attention to detail, analytical capability and confidence working with digital systems and information. They will be expected to manage competing priorities, maintain accurate programme records, prepare reports and updates, and contribute to the ongoing evaluation and improvement of the Fund.
The role also provides an opportunity to develop knowledge of the screen sector, workforce and skills priorities, and Screen Ireland’s wider strategic priorities, while contributing flexibly to the work of the Skills and Professional Development function.
FUNCTION OVERVIEW
The Skills and Professional Development Department offers a wide range of sectoral initiatives, funding support and learning programmes to support individuals at every stage in their career and to enable the long-term development of a flourishing, sustainable Screen sector.
We support the National Talent Academy network across Ireland and many sectoral initiatives, including projects on: AI, Competency Frameworks, Crew and Services Database, Equality, Diversity, and Inclusivity (EDI), Engaging the Next Generation, Recognition of Prior Learning, Safe to Create, Sustainability and Work-Life balance. We also provide funding for Bursaries, Skills Development Events, and larger Learning Initiatives through our Screen Stakeholders Scheme, as well as for innovative projects through our Innovation in Story-Telling Fund. Our offering includes short courses, online modules, shadowing, mentoring, work placements, certificates, and diplomas.
A key programme is our support and administration of the Section 481 and 487A Skills Development Plans from initial conversations, to review and approval of learning plans, to sign off on the final compliance reports. We also run an accredited work-based learning programme for new entrants, Passport to Production, with other schemes under development. We have recently completed a suite of Competency Frameworks for the sector, with two new frameworks underway.
As the Sector faces a changing landscape of new technologies, business models and ways of interacting with, viewing and creating content, we are working to support the Sector to succeed in the short-term, as well as to find new ways ahead, working towards long-term success and ensuring a sustainable, inclusive, human-centric future.
JOB GRADE / REPORTING LINE
It is anticipated that in order to have the required skills and competencies, the Executive Officer post will be at the First Point level.
REPORTING LINE(S)
This role will report directly to the Skills Development Executive, Film, TV, and Sectorial Development. The role will work with internal stakeholders to ensure effective coordination, communication, and delivery of executive priorities. Reporting arrangements may be reviewed periodically to reflect organisational needs.
KEY RESPONSIBILITIES
Shared Island Programme Delivery
Support the end-to-end design, development and implementation of the Shared Island – Shared Horizons Fund, including funding guidelines, assessment criteria, programme documentation, governance processes and delivery schedules.
Coordinate the full administration of the funding scheme from application through to project completion.
Manage enquiries from applicants and stakeholders, providing timely and professional guidance throughout the funding lifecycle.
Coordinate application assessment processes, establish and support assessment panels, prepare documentation and maintain accurate records.
Support contracting, grant administration, monitoring and the review of final project reports.
Contribute to annual programme reviews, evaluation activities and the continuous enhancement of future funding rounds.
Systems Development and Process Improvement
Work closely with the Information Technology team to support the implementation and ongoing enhancement of the Shared Island Scheme within Screen Ireland’s ASTARS system.
Assist in identifying opportunities to improve operational processes, workflows and system functionality to enhance efficiency, user experience and data quality.
Contribute to the development of digital tools, templates and supporting documentation to strengthen programme administration.
Sector Knowledge and Research
Develop and maintain a broad understanding of funding programme administration, governance and best practice.
Develop an understanding of industry trends, workforce development priorities and skills needs across the screen sector.

Work collaboratively across Business Affairs & Legal, Finance, Marketing, Production & Development, Inward Production and other internal teams to support integrated programme delivery.
Contribute to organisational initiatives, continuous improvement activities and shared departmental objectives.
Demonstrate flexibility by providing support across wider Skills and Professional Development activities during periods of operational demand.
KEY REQUIREMENTS ESSENTIAL
A commitment to supporting the learning and development of others, to the wider Screen sector and to the values of Screen Ireland.
Minimum of 3 years’ experience in a similar administrator, analyst, coordinator, junior manager, project manager or systems analyst, (or comparable experience gained as part of a wider role).
Strong analytical skills – experience of quantitative and qualitative analysis gained in any area e.g. any of data analysis, desk research, human-centred design, needs assessment, stakeholder mapping, writing and reviewing applications / essays/ proposals / project plans / reports or similar.
Strong Planning, Organising and Systems Skills e.g. experience in planning, organising, and managing: activities, events, logistics, programmes, projects and training courses or similar. Experience in improving systems and processes to make them more efficient and effective.
Strong verbal and written communication skills with close attention to detail and an active listener e.g. experience
any
minute-taking / report-writing / proposal development / presenting / interviewing/ note-taking / application/ proposal and or report writing or similar.
Strong IT skills – enthusiastic use of IT and its potential to improve systems, processes and services – with evidence of learning and using new tools, technologies and platforms in their work

ROLE DETAILS AND TERMS
This position is at the Executive Officer level and is remunerated at €38,803 per annum. This role will be filled in line with Public Pay Policy at the first point of this Salary Scale unless the successful candidate is appointed from an existing public sector role.

This is a full-time, fixed term (4-year contract) position.
The successful candidate will be required to sign the Screen Ireland Code of Conduct.
The role will have a 6-month probation period.

Annual leave (excluding bank holidays) of 23 days.
